FORT BELVOIR, Va. (News Service, July 27, 2009) - The hospital and home design of the new community hospital at Fort Belvoir is taking physical shape after a year of construction.

Under the Base Realignment and Closure Act of 2005, the new hospital will replace the DeWitt Community Hospital and services currently offered at Walter Reed Medical Center. Walter Reed's current facility is slated to close on September 15, 2011, once a new hospital expansion opens in Bethesda.

Belvoir's 1.3 million square foot military hospital complex offers 100 individual rooms and a variety of amenities to patients and their families for comfort and convenience.

"Everything that went into the hospital was designed to improve patient outcomes," Col. Charles Callahan, CEO of DeWitt Community Hospital and Health Care Network.

Callahan said the new hospital will follow a national movement for patient-family-centered care. At Belvoir Castle, patients and families control the room environment and can adjust the temperature, lighting and other equipment from the patient's bedside.

"In all hospital processes with a focus on the patient and family and reducing the needs and requirements for their care," Callahan said.

The seven-story hospital houses an intensive care unit, an inpatient human health unit, a cancer center, an emergency center, an operating room and diagnostic centers.

The clinic uses evidence-based health planning to create a therapeutic, family-centered and efficient space. It will also implement a research-based architecture design that improves patient outcomes, Callahan said.

"One of the studies that was done showed that people in a natural setting needed less pain medication after surgery," Callahan said.

According to Callahan, the hospital will be divided into five nature-themed areas – river, eagle, rose, oak and meadow – that will spread like fingers to allow natural light into every patient room.

With half of the room facing east and half facing west, morning or afternoon sunlight shines through the patient's windows, Callahan said.

In addition to the various color devices, the hospital will also have kiosks and parking lots with maps and intercoms that patients can use to inform doctors of their arrival, according to Lt. . North Atlantic Program Manager for the Project Management Division of the US Agency for Health Care Facilities Planning.

"It's positioned in a way that's supposed to be simple, allowing patients to virtually navigate their way to the building with minimal assistance from staff," Walker said.

The hotel is designed to minimize impact on the outside environment, and Walker said it will receive a silver rating through the international green building rating program, Leadership in Energy and Environmental Design (better known as LEED).

The roofs of the hospital will collect rainwater in the irrigation system so that the patients can sit inside the medical garden and look out from all the gaps.

"These are the types of things that this building will provide so that the patient can feel comfortable and confident that they will be cared for here in the best possible way," Walker said.

As the state's first combined military hospital, the facility will serve active duty military, retirees and their families, Callahan said.

The union of the unique cultures of the various military branches was also a priority in the hospital's design. Callahan said he wants to create a new culture, a culture of excellence.

"By creating a culture of excellence, we hope to be able to implement different cultures into a new culture that will characterize the Defense Medical Facility for decades to come," said Callahan.E. BELVOIR CASTLE, Va., on Aug. 31. 2011 – Castle Belvoir Community Hospital officially opened this week after successfully transporting the last patient from DeWitt Community Hospital.

After more than six years of intricate and comprehensive planning, the new hospital is three times the size of its predecessor, and the number of clinical and outpatient services has nearly doubled. The patient bed capacity will be tripled from 40 to 120.

The last patient was treated early Wednesday morning by a team of nurses, pharmacists, emergency personnel, etc. It is being transferred by staff who have been planning and practicing the transition since February.

"We're here to protect the safety and health of our patients, so it's a smooth, quick transition," said Col. Sophia Tillman-Ortiz, director of inpatient relocation.

"We're still providing the same general care, the same, just a different situation," said Navy Cmdr. Scott Johnson, Director of Transition.

One of the big changes, however, was the addition of a 12-bed inpatient human health service to the new hospital. This new mission, unprecedented at the DeWitt hospital, opened earlier this week. Staff assigned to provide that service before inpatient behavioral health screening at Walter Reed Medical Center, which on Saturday moved all of its inpatients to the Naval National Medical Center in Bethesda, Md.

Over the past few months, staff members have been carefully educated on the state of the hospital in preparation for the first day of patient care. More than 2,300 employees have received on-the-job orientation and all areas are fully committed to supporting DeWitt's mission.

"I walked into the inpatient unit on the sixth floor late last week and I got goosebumps, it felt like a hospital and it was clean, the beds were made with linens, everything was ready. It's no longer a construction site, it's breathing life into it," said Johnson.
