Satellite City Halls - This project provides for a major redevelopment of an existing two-story industrial building – and its site – to meet the commercial and office needs of the City and County of Honolulu. Most notably, the building is the new home of the Honolulu Department of Motor Vehicles, Licenses and Permits (DMV) and the Honolulu Satellite City Hall (SCH). Through innovative solutions, DPI has created the desired 21st century civic building image and feel for urban Honolulu.
The assignment included spatial planning of the 55,200 SF facility to accommodate the consolidation of various city departments into one building. Spatial planning services begin with program assignments which include site surveys consisting of an inventory of existing (and proposed) equipment and furnishings, interviews with heads of various departments to understand their organizational structure and operational needs, and discussions with the Department of Information and Technology on the incorporation of new technologies.

The information collected is analyzed to determine the importance of the relationship between employees, clients and departments. Space allocation tasks are prepared by considering the various functions that must be carried out in the building and the relationships between departments. DPI prioritizes client design goals by defining circulation and workflow patterns for public and private spaces. Plans and layouts are developed and constructed to use space efficiently and effectively. The results take into account fixed building element constraints, building system interfaces, building codes, accessibility for persons with disabilities, furniture standards, future needs, safety and public/privacy issues.
